Count Mikayel Tarieli Loris–Melikov (born in 10/21/1824,
Tbilisi–12/12/1888, France, Nice, is buried in the yard of St. Gevorg
Church in Tbilisi) is a Russian state, military and diplomatic eminent
figure, Armenian-Grigorian, academician of the Russian Imperial Academy
of Sciences (1880). He gained Russian Higher Saint Andrew the
Protomartyr Order (11/01/1880). He comes from the noble Loris-Melikyan
family. He studied at Moscow Lazarian Seminary and at Petersburg Cavalry
Junker School. He began his military service in 1845 in Caucasus, where
in general served for 32 years. In 1852, at the age of 27, he gained
the degree of colonel, on August 4, 1856, at the age of 31- the degree
of major-general. He participated in the military acts against the
highlanders led by Shamil. In 1853-1856, during the Crimean war he was a
commander of cavalry, excelled in a number of battles. In 1860-1873 he
was the military chief of the Southern Dagestan and Mayor of Derbent,
chief of the district of Terek. In 1877 he was appointed as the
commander of the separate corps of the Caucasian Army and participated
in Russian-Turkish War. He headed the attack and occupation of Ardahan,
in the hills of Alaja he beat the troops of Mukhtar Pasha, occupied
Kars. As a result of the war 17 thousand square kilometers of territory
was attached to Russia. In 1879 he was appointed as the temporary
governor-general of Astrakhan, Saratov, Samara and Kharkov. In 1880 he
was the temporary Acting Viceroy of Caucasus. On February 12, 1880, he
was appointed as the President of the Supreme Administrative Commission
of the Russian Empire with dictator powers. He prepared a reform project
restricting the rights of the Emperor of Russia, with which Russia
would become a constitutional monarchy. On the eve of the edition of
manifesto, on March 1, 1881, the Russian Emperor Alexander II was
killed. The new emperor refused the reform and eliminated the
administrative commission. After the elimination of the commission
Loris-Melikov was appointed as the Minister of Internal Affairs of
Russia. In 1881 he resigned. In order to restore his health he left for
Nice where he passed away. He was awarded with Saint Alexander Nevsky
(1869, Saint Great Prince Alexander Nevsky diamond-encrusted (1871),
White Eagle (1865), Saint George the 3rd (1877), the 2nd (1877), Saint
Vladimir the 4th (1854), the 3rd (1855), the 2nd (1864), the 1st (1877),
Saint Ann the 4th (1848), the 3rd (1850), the 2nd (1852), the 1st
(1860), Saint Stanislav the 1st (1859) degree orders, "For Courage”
golden sword (1854), Golden Weapon (1862), For the Occupation Caucasus
cross (07/30/1864), the Title of Count (04/16/1878), Turkish Mejlis
order (1857), Persian Lion and Eagle the 2nd degree order (1864). He
published the books of "About the Governors of Caucasus”, "Note about
the Situation of the District of Terek”, "Notes about Haji Murad.”

Garegin Nzdeh (Garegin Eghishei Ter-Harutiunyan) (born in 01/01/1886,
the province of Nakhichevan, v. Kznut-12/21/1955, c. Vladimir) is a
national, political, military, state eminent figure, the founder of the
movements of Tseghakron (1932-1934) and Taronakan (1937-1938),
ideologist, publicist, semasiologist, orator. He sudied at the Faculty
of Law of the University of Petersburg (left it in 1904), in 1906 he
graduated from the officer college of the reserve of Knyazhevo, in 1907
Sofia’s officer school. In 1907-1908 he participated in the Persian
national revolution. In 1908-1912 he was imprisoned in Tsarist prisons
for ARF case. In 1912 he passed to Bulgaria and alongside Andranik he
formed the Armenian volunteer company, which, under the cover of the
Bulgarian Army, fought against Turks in 1913. In 1914 he joined the
Armenian volunteer movement. He was the executive of the 5th regiment,
the executive of the 2nd regiment, the executive of the 1st regimet, the
organizer of the volunteer detachment of Akhalkalaki, founder-commander
of the Armenian detachment. He excelled in the battle of Alaja. On May
22-28, 1918, he participated and had a decisive role in the battle of
Vanadzor. From May, 1918 until August, 1919, he was the commander of the
battalion of Garni, the commissary of the provinicial part of
Nakhichevan. He suppressed the rebellion of the Turks of Vedi. From
August 1919, he became the military leader of Syunik. He had brilliant
victories in many battles, he defeated the regular military units of the
Soviet Azerbaijan, Turkey, the detachments of the 11th Red Army of the
Soviet Russia (the 11th Army gave 12 thousand casualties and more than 4
thousand prisoners) entered Syunik. On December 25, 1920, the First
Pan-Zangezurian Congress, taken place in Tatev declared the Autonomous
Republic of Syunik, Garegin Nzdeh was appointed as Sparapet of the
Republic of Syunik, the consecration ceremony took place on February 21,
1921, in the Church of St. Lusavorich in Goris. On April 26, 1921, the
2nd Extraordinary Congress of the Autonomous Republic of Syunik declared
the independence of Syunik and was called the Republic of Mountainous
Armenia. Garegin Nzdeh was appointed as the Prime Minister, Minister of
Foreign Affairs, Military Minister. Due to his heroic efforts Syunik was
an actual part of the First Republic of Armenia, then Autonomous and
Independent formation, as a result of which in June, 1921, it was
included in the administrative cover of the Soviet Armenia. On July 9,
1921, he crossed the Arax river, was sheltered first in the village of
Mudzambar of Oersia, then passed to Tabriz. At the end of 1921, he
settled down in Sofia. In 1932-1934, in the USA, he founded and led the
movement of Tseghakron, which inspired the whole Armenian diaspora. In
1941-1942 he had active participation in the negotiations with the
leaders of the German Wehrmacht and participated in the organization
work of the Armenian legion consisted of the Armenian prisoners who were
in German concentration camps. Due to his active efforts many Armenian
prisoners were saved from the exact death. In 1944, when the Soviet
troops entered Bulgaria, he presented himself voluntarily to the Soviet
military authorities, was transferred to Moscow, where on November 2,
1944, he was arrested. In Yerevan he was sentenced to 25-year
imprisonment, in 1947 he was transferred to the prison of the city of
Vladimir, where he died. In August 1983, the Sparapet’s granddaughter’s,
Gohar Trdatian’s husband, Pavel Ananyan secretly transported his body
to Yerevan from the cemetery of Vladimir. A small part of Garegin
Nzdeh’s body was buried on the slopes of Mount Khustup on October 7,
1983, and the rest of the body, in 1987, in the yard of the Church of
Spitakavor in Vayots Dzor. Every year on June 17 the Armenian nation
goes on a pilgrimage to Sparapet’s grave. He published "Military
Exercise and Statute” (alongside the company leader Sheram, 1918),
"Khustupian Calls” (1921), "The Battle of Existence of Mountainous
Armenia” (1923), "Military Recollections” books. He was awarded with
"Khustup’s Eagle” iron cross (04/26/1921) of the Republic of Mountainous
Armenia, Bulgarian Cross of Officer Courage (1913), Macedonian-Ordinian
volunteer organization’s, Russian St. Vladimir the 3rd (05/02/1915),
St. Georgi the 3rd (07/23/1916), 2nd (07/26/1916), St. Ann the 4th
(05/05/1915) degree orders. In 1992, the last station of Yerevan Subway
and the square were called "Garegin Nzdeh's Station and Square.” In 1996
one of the educational units of the Armed Forces of RA was called after
him and in the square of the unit Garegin Nzdeh’s statue was erected.
In 2001, near the city of Kapan, in the complex after Garegin Nzdeh, his
bust was inserted. In 2001 the Ministry of Defense of RA founded
"Garegin Nzdeh”, in 2002 Syunik regional administartion "Eagle of
Mountainous Armenia” departmental medals. Scholarships of "Sparapet
Garegin Nzdeh” were appointed in the military-educational institutions
of RA and NKR. In 2001 the Republic of Armenia celebrated Garegin
Nzdeh’s 115 anniversary at a state level. Near the Church of Spitakavor a
khachkar-monument was placed (06/17/2005).

Seiran Musheghi Ohanyan (born in 07/01/1962, Nagorno-Karabakh, c.
Shushi) is a state and military figure of NKR and RA, Hero of Artsakh
(09/02/1999). In 1983 he graduated from Baku Pan-Army Command Military
College. In 1979-1992 he served in USSR Armed Forces. In 1983-1988 he
was the commander of the moto-rifle platoon of one of the units of the
Soviet military group located in Germany, then commander of the company,
in 1988-1992 the commander of the company of the 366th moto-rifle
regiment of the 23rd division, battalion located in Stepanakert. In the
months of March-December of 1992 he was the commander of the Armenian
separate regiment formed in Stepanakert, in 1992-1993 the first deputy
of the commander of NKR Defense Army, in 1993-1994 the chief of the
staff of NKR Defense Army, in 1994-1998 the first deputy of the
commander of NKR Defense Army, in 1998-1999 the commander of the
military unit. On August 2, 1999, he was appointed as NKR Minister of
Defense, on January 17, 2000, commander of NKR Defense Army. On May 6,
2007, he was appointed as the chief of the general staff of RA Armed
Forces-the first deputy of RA Minister of Defense. On May 5, 1995, he
gained the military degree of NKR General of the Army, on March 14,
2000, lieutenant-general of NKR Army. He participated in all the battles
for the liberation of Artsakh. He lost one of his legs in one of the
battles for the sake of his native land. He was awarded "Tigran the
Great” (09/20/2003), RA" Military Cross” the 1st (09/20/1996), NKR
"Military Cross” the 1st (05/08/1996) degree, NKR "Golden Eagle”
(09/02/1999) orders, RA "For the Service to Fatherland” the 1st
degree(09/18/2006), RA MD "Marshal Baghramyan”, "Drastamat Kanayan”,
"For Impeccable Service” the 1st degree, NKR "For the liberation of
Shushi”, "Maternal Gratitude” medals, RA MD memorial-medal "Coat of
Arms”, Armenian Apostolic Church "St. Nerses Shnorhali” grand medal of
honor (2008), the medal of "Valeri Brusov” of the Russian company of the
international cooperation with foreign countries attachéd to RF MFA
(2008). On May 9, 2007, in Stepanakert he admitted NKR Army
presentation.
